In 1992, PCCF organized as an association at the University of Toronto in Toronto, Canada. PCCF operated as a private research facility supporting an experimental network dedicated to the distribution of news, email, and the enhancement of communications between participating organizations. These facilities supported communications between student news organizations and reporters at various universities and colleges across Canada.

The association incorporated in 2003 as a Canadian federal corporation. The corporation's sole business today is to provide Internet Protocol version 4 (IPv4) numbers to its subscribers.
